CIUDAD VICTORIA, Tamaulipas. November 19 .- Former Secretary of Rural Development of Tamaulipas in the period 2005-2010, Victor de Leon Orti was arrested and taken to the cells 2 Zaragoza in Ciudad Victoria, the test for resisting anti alcohol despite being visibly while intoxicated.
